Prof Victor Alarcon Olguin (Universidad Autonoma Metropolitana, Mexico and Universidad de Salamanca, Spain) and Prof Irma Mendez de Hoyos (FLACSO Mexico; Essex) discuss and assess the quality of democracy during the twelve years of the PAN [Partido Accion Nacional] regime (2000-2012).

The presentations will be followed by a Q&A session, and discussion is encouraged to continue over a wine reception afterwards.
