Join us on Monday 9th March for a webinar with GCC about the Crisis and Resilience Fund (CRF) and what it means for the VCSE sector.

This GCC session will include a mix of presentations, a Q&A session and breakout discussions to support Gloucestershire's VCSE sector to fully understand the opportunities and limitations of this new initiative.

About the Crisis and Resilience Fund

The Crisis and Resilience Fund (CRF) is a new, multi‑year national scheme administered by the Department for Work & Pensions (DWP) running from 1 April 2026 to 31 March 2029 and replaces the Household Support Fund (HSF).

The main purposes are to:

  • Provide effective crisis support to people on low incomes experiencing sudden financial shocks (e.g., emergencies, fires, floods, fleeing domestic abuse, breakdown of essential appliances).
  • Build financial resilience within individuals, households, and communities to reduce the need for future crisis interventions.

The CRF signals a shift from short‑term, emergency-only welfare support toward prevention, resilience-building, delivered in a trauma‑informed, person‑centred way.

The CRF is designed to support a wide range of low‑income households, including but not limited to:

  • People experiencing sudden financial shocks (loss of income, unexpected expenses).
  • Individuals or families in crisis situations, such as medical emergencies, domestic abuse, homelessness risk, or essential household items breaking.
  • Households facing shortfalls in housing costs.
  • Residents needing broader resilience services, such as debt advice, income maximisation, financial capability support, or other preventative interventions.

The CRF has three core national outcomes, as set by DWP guidance:

  • Provision of effective crisis support: Timely, needs‑based assistance using a cash‑first approach wherever possible.
  • Improving individuals’ financial resilience: Supporting people to better withstand financial shocks through income maximisation, budgeting support, financial capability, and access to appropriate services.
  • Bolstering the local support landscape: Strengthening community‑level systems, partnerships, and advice networks that help reduce crisis demand over time.
