We are fast approaching a breaking point.

Geopolitical volatility, systemic risk, and technological escalation are reshaping the security environment, and for the UK, resilience is no longer a theoretical exercise. From sub-sea cable vulnerabilities to the increasing political viability of targeted sub-strategic weapons, the world we operate in is becoming more unpredictable and more fragmented. For the first time in decades, official language now reflects this reality: “radical uncertainty,” “dangerous conditions,” even “warfighter.”


For Gloucestershire’s cyber, national security, and defence communities, these shifts are close to home. This region plays a critical role in shaping, enabling, and protecting national capability, and that role is evolving fast.


Breaking Point is a high-impact headline event that will bring together senior voices from government, defence, industry, and academia to test the assumptions shaping our current approach to resilience. With a focus on real-world threats, strategic posture, and the technologies driving both disruption and defence, we’ll ask: are our frameworks fit for a world where multiple crises could converge and where the old rules no longer apply?
