Financed by the European Commission, the Academic Network of Soft Law Research (https://www.solar-network.eu/home/) aims at stimulating a debate between academics and practitioners regarding the national role of EU soft law. SoLaR addresses the research question of whether and how non-legally binding EU instruments are used by national administrations when implementing EU policies and by national courts when ruling in cases falling within the scope of application of EU law.

The 2nd Solar Workshop focuses on the role of soft law in the field of EU financial regulation. During the first day, open to the public, the relevance of soft law in the national practice of financial regulation will be assessed through a presentation of national reports by SoLaR team members. By engaging with a number of distinguished guests from the academia, national, and supranational financial authorities, the Workshop will also examine the practical role, status and (theoretical) attitudes toward soft law in EU financial regulation across national and supranational professional, regulatory, as well as purely academic domains. The second day is reserved to a research meeting involving SoLaR team members and is closed to the public.
