Background

What happens when a system is put under continued monetary pressure? How does it react and adapt to this strain? And what lessons emerge that can enable this system to recover?

New research by Nicholas Pleace and Imogen Blood Associates for Riverside has collected first-hand accounts of what has happened within commissioning and homelessness services over the last decade. The picture which emerges is sometimes maladaptive, inefficient and counter-productive; but includes remarkably resourceful adaptive behaviours and striking innovations.

About the Launch

Adopting a ‘Most Significant Change’ research methodology, stories were collected from people with significant experience of commissioning and the homelessness sector, then analysed through national and regional panels involving people with lived and professional insight. This launch event is the final stage of the research feeding back those insights and lessons learnt to the wider sector.


This launch event will gather those actively involved in commissioning, delivering and shaping services to explore the research recommendations and what it means to them.

  • What are the most significant changes for you over the past decade?

  • What lessons have you learnt and how would you look to apply these to your own work?

  • What would you like to see recovered in a ‘trauma-informed’ commissioning environment?

  • How do we better commission services to ‘de-traumatise’ the sector?

  • What conditions need to be cultivated so that the innovation and collaboration which delivers best results for people who are homeless can thrive?

  • What risks and pitfalls do we need to avoid as we build and expand on good practice?


You will hear from representatives of Riverside's leadership team, digest the findings alongside the primary researchers, and explore what these mean to a panel representing commissioning, provider and strategic perspectives. We look forward to you joining us and other leading voices in exploring and understanding the findings of this research and helping to shape the new homelessness commissioning landscape and efforts to end the homelessness crisis.

In 2018/19 Riverside supported over 12,000 people who were homeless or at risk of homelessness, subsequently supporting many into employment or a planned move on.
