Topics and areas of focus


Future-proofing


How the public sector plans for and responds to change will be of great importance to the sector itself, but even more important for citizens. The public sector is as complex as it is diverse and it is not the same in any two countries. In this context, professional accountants have two major challenges:

  • They need to understand the key forces shaping the future and how these could affect public sector organisations and the country they serve.
  • They need to provide support and influence financial decisions that will ensure public funds are deployed and spent most cost-effectively and efficiently, both now and in the future.


The public sector will always need accountants. They are essential to fulfil the growing need for accountability and transparency and provide better financial insights.


Overall, the global position shows that changes in public sector organisations will be driven by levels of economic growth in that country, followed by the quality and availability of the global talent pool required to sustain them. The public sector needs to innovate and embrace the benefits of digital technologies, such as how new technology will replace low value-added activities, allowing finance professionals to focus on areas that will provide more value. For countries in transition to a digital economy, the professional accountant plays a key role in supporting the transition. This includes drawing insights from better and timelier analysis and interpretation of data.


International standards


The implementation of international accounting standards (IFRS or IPSASs) enhances transparency and accountability, providing clarity in the use of funds and consistency across how these are accounted for and reported on. In this way, such standards provide confidence to external investors and encourage greater inward investment. For example, South Africa has received the highest inward foreign direct investment of all countries in Africa since the implementation of these standards.


Without this international comparability, transparency and clarity around government spending, there is a risk of financial mismanagement – this can deter foreign direct investment and can even be an indicator of potential fraud and corruption. For companies and governments to invest in much-needed infrastructure, they need assurance that their funds are going to be used for the purpose intended, and not misappropriated. A well-functioning digital public sector could reduce levels of corruption by supporting its timely detection.


ACCA is committed to supporting the implementation of international standards to improve transparency and accountability in the use of public funds. This includes providing practical guidance and support to implement and adhere to international standards of accounting and reporting. This is key to provide support towards robust and consistent financial management information to public sector institutions, such as the World Bank, the International Monetary Fund and USAID, and to securing foreign direct investment from the private sector.
