Conference Purpose


The 2019 Advanced ELENA Course on “International protection in Europe: persistent challenges and litigation opportunities” will take place on Friday 8 November and Saturday 9 November 2019. The Course will be held in Hotel Ribera De Triana in Seville, Spain.

This year the Advanced ELENA Course will provide an engaging forum for over 100 legal practitioners, academics and decision makers to discuss, analyse and reflect upon the legal challenges related to international protection in Europe, discuss access to asylum, detention and return operations. The Course sessions will cover the recent ECtHR jurisprudence on the principle of non-refoulement; immigration detention and alternatives to it under international and EU law as well as explore emerging issues such as Dublin arrangements and bilateral agreements. The content of the course will also address Frontex accountability and the legal challenges faced by SAR operations.

Finally, three workshops will give a chance to engage in fruitful discussions on the interplay between human trafficking and asylum; on how to advance refugee protection through the UN mechanisms and challenge the Internal Protection Alternative (IPA) practice in asylum claims.

The 2019 Advanced ELENA Course is honored to announce the participation of a number of distinguished speakers, including Thomas Straub, Registry Lawyer, European Court of Human Rights; Lilian Tsourdi, Assistant Professor, Faculty of Law, Maastricht University; Markella Papadouli, European Litigation Coordinator at The AIRE Centre; Melanie Fink, Postdoctoral Researcher at the Europa Institute of Leiden University; Neil Falzon, Director at Aditus.

Conference Fee


The Conference fee covers all relevant costs including reading material, meals and a social evening on Friday 8 November 2019. Please note that the fee does not, however, include accommodation, travel to the event or and dinner on Saturday 9 November 2018.

The following fees apply:

  • 340 EUR - ELENA coordinators
  • 380 EUR - Lawyers and NGO staff
  • 460 EUR - Government officials and international organizations

To book your place, click on the green 'Register' button (at the top of your screen). Interested participants should register by Thursday 26 September 2019 (22.00h Brussels time) to secure a place.

When registering for the course, you can choose the 2 workshops you wish to attend (one for each day of the training).


Accommodation


Participants will be responsible for booking their own accommodation.

For the participants at the ELENA Advanced Course, the Hotel Ribera De Triana offers a 10% discount on the reservation using the code ECRE in the hotel webpage.

Please note that cancellation is possible with a full refund until Thursday 26 September 2019. After this date, unfortunately, refunds cannot be provided.
