The IoD Next Gen Forum’s Q4 event offers a unique opportunity to step inside the Guernsey Financial Services Commission (GFSC) and hear directly from the people shaping and overseeing regulation. Run as a panel discussion, the session will feature three of the Commission’s senior leaders — Gillian Browning, Katherine Jane, and Alice Joy — and will be guided through an engaging, interactive, and myth-busting conversation with open dialogue and active audience participation. What You’ll Discover This session will demystify regulation and provide rare insight into life inside the Commission. Attendees will: 

  • Gain an introduction to regulation, covering everything from supervision to international engagement. 
  • Hear personal stories of career pathways and the transferable skills that lead people into regulation. 
  • Learn what it’s really like to work within the GFSC, directly from senior leaders. 

 

Meet the Speakers 

Gillian Browning – Co-Deputy Director General, GFSC 

Gillian joined the Commission in July 2014, initially as Director of Fiduciary and Innovations, and since 2018 has led the Investment, Fiduciary and Pension Division. In December 2022, she was appointed co-Deputy Director General while retaining responsibility for the supervision and policy development of these sectors. Gillian takes a keen interest in supervisory technology and supports initiatives enabling the Commission to more effectively regulate firms using new data-driven tools. She also represents the GFSC internationally, participating in the International Organization of Securities Commissions (IOSCO) and the Group of International Finance Centre Supervisors (GIFCS). Before joining the GFSC, Gillian worked at the UK Financial Conduct Authority (FCA) — and its predecessor, the Financial Services Authority — where she regulated a wide range of financial institutions. She began her career in the UK Cabinet Office as a Minister’s Private Secretary and Policy Officer. Gillian holds a degree in History and Politics from the University of Exeter. 


Katherine Jane – Co-Deputy Director General, GFSC 

Appointed co-Deputy Director General in December 2022, Katherine is responsible for the Commission’s finance, IT, risk, and financial stability functions. She joined the GFSC in 2016 as Chief Risk Officer, following a career at Deloitte London, where she provided prudential and risk support to FCA-regulated firms and worked closely with institutions following regulatory interventions. Katherine previously spent five years at the UK Financial Conduct Authority, supervising a wide range of firms including FTSE-listed companies, and played a key role in implementing CRD IV for UK firms. Earlier in her career, she worked in internal audit for Building Societies and mutual organisations. Katherine is a Fellow of the Association of Chartered Certified Accountants (FCCA). 


Alice Joy – Director of External Affairs and Commission Secretary, GFSC 

Alice joined the Commission in March 2014 and now supports the GFSC’s leadership by advising the Chairman, Director General, and Board on corporate governance. She oversees the Commission’s Senior Decision Makers in enforcement cases, coordinates engagement with government and industry, and leads policy on human resources and data protection. Before becoming a Director, Alice spent seven years in the Fiduciary Division, where she helped embed PRISM, the Commission’s risk-based supervisory framework. Prior to her time at the GFSC, Alice worked in London at a charity providing legal advice to disabled people and at a specialist law firm in community care and education law. A University of Exeter graduate, she also completed the Graduate Diploma in Law and Legal Practice Course at the College of Law, London. Alice serves as a member of the Guernsey Employment and Discrimination Tribunal and on the Office of the Data Protection Authority’s Guidance Advisory Panel.
