In recent months, the government has taken measures to rebalance the apprenticeship system towards young people by shifting the funding rules of the Apprenticeship Levy and introducing Foundation Apprenticeships. But will this be enough to reverse the decline we have seen in under-19 starts? And what does this mean for SMEs who don't pay the levy, but are more likely to hire young apprentices?
