This month's presentation is about: "Creating High-Reliability Organisations in the 21st Century Threat Environment"

The world as we know it offers risks, threats and challenges that were unknown twenty-five years ago. The question that needs to be asked is whether our capabilities as risk, crisis and business continuity managers have developed to the same degree as the challenges that we are facing.

This presentation will look at the nature of 21st century threats, explore some of the issues developing from those threats, and then discuss how we can create high-reliability capabilities within the organisations that we are responsible for, to ensure that they have the robustness and resilience to maintain functionality in the face of high-impact crisis events.

Our presenter this month is Dr David Rubens DSyRM, CSyP, FSyI who has been leading member of the UK private security sector since establishing his first consultancy in 1992. He is a Chartered Security Professional (CSyP) and has served two terms as a Board Director of the UK Security Institute. He holds an MSc in Security and Risk Management (2006) from Leicester University, where he was a Visiting Lecturer and Dissertation Supervisor on their Security, Terrorism and Policing programme (2006-12), and was a Visiting Lecturer on the Strategic Leadership Programme at the Security and Resilience Department, Cranfield University, UK Defence Academy (2009-’10), focusing on terrorism and public policy, and the management of large-scale, complex multi-agency operations.

He recently completed his Doctorate studies at University of Portsmouth, where his doctorate research involved developing models of strategic management at the extremes of organisational complexity, looking at issues of capability development, decision-making and multi-agency interoperability in highly-unstable situations such as natural disasters, corporate failures and government-level crisis management scenarios.

David’s extensive background in both operational management and high-level academic research gained over twenty years of consultancy allows him to bring a holistic understanding of the issues facing Risk and Security Managers in the 21st century, as well as the ability to put that information across in an immediately accessible manner. He has been a keynote speaker at major conferences in London, New York, Moscow, Tokyo, Singapore and the Caribbean, and was chairman of the Protecting Critical National Infrastructure Conference at the Counter Terror Expo in London (2012), Chairman of the Public Transport Security Conference at the Transport Security Expo (London, 2013), Chairman of the MENA Business Security Management and Resilience Conference in Dubai (2013) and Chairman of the ‘Risk, Resilience and Security - Protecting Critical National Infrastructure’ Conference at the 2014 Counter-Terror Expo in London.
