Join us to explore methods that challenge assumptions in theories of change, rethink performance measures or interventions, and reframe program delivery or objectives. From foresight and policy options to lo-fi prototyping and delivery, discover how surfacing paradoxes and perspective help unlock new pathways for impactful and resilient policy implementation, and help navigate uncertainty.

Speaker bio:

Catherine Charbonneau is Director of the Policy Community Partnerships Office, leading the Clerk’s Policy Community Initiative with a start-up mindset inside government. She is a human-centered policy designer, organizational development professional, bilingual facilitator, and mentor to several policy professionals. Previously, she headed Design at the ESDC Innovation Lab, envisioning and building an internal consultancy practice to apply policy design tools across a range of government challenges. A seasoned public servant, she brings experience leading federal-provincial-territorial efforts, setting-up space to turn intergovernmental dialogue into strategic collaboration, prospective thinking in strategic planning, and helping discover how large systems can work differently in complex environments.
