This workshop examines the tax initiatives pursued by the European Union under the EU Green Deal, with a focus on the carbon border adjustment mechanism (CBAM).

The CBAM is an environmental tax measure aimed at reducing the risk of carbon leakage and fulfilling the EU ambitions in the field of climate mitigation. It is based on a system of certificates covering the embedded emissions in imported products, so that importers must pay the same carbon price as domestic producers under the EU emission trade system (ETS).

The CBAM legislation was agreed in December 2022 and has entered into force in May 2023, with the scope covering goods from the cement, fertilizers, hydrogen, iron and steel, aluminium, and electricity sectors. The transitional phase for reporting started on 1 October 2023 and will run until the end of 2025. The final regime will start gradually as from 2026.

The workshop provides an overview of its technicalities, focusses on the reporting obligations in place during the transitional period, and the full implementation of CBAM from 2026 with emphasis on the compliance burden imposed on importers.

Attend this workshop and develop the competencies needed to deal with all aspects of CBAM, including how to calculate carbon, apply for certificates, and how to set up procedures for compliance with CBAM.
