How cooperative councils can support the Government’s missions

In December 2024, the Prime Minister outlined the next phase of his Mission-led government and unveiled a Plan for Change with six milestones:

Raising living standards in every part of the United Kingdom, so working people have more money in their pocket as we aim to deliver the highest sustained growth in the G7.
Building 1.5 million homes in England and fast-tracking planning decisions on at least 150 major economic infrastructure projects - more than the last 14 years combined.
Ending hospital backlogs to meet the NHS standard of 92% of patients in England waiting no longer than 18 weeks for elective treatment.
Putting police back on the beat with a named officer for every neighbourhood, and 13,000 additional officers, PCSOs and special constables in neighbourhood roles in England and Wales.
Giving children the best start in life, with a record 75% of 5-year-olds in England ready to learn when they start school.
Securing home-grown energy, protecting billpayers, and putting us on track to at least 95% clean power by 2030, while accelerating the UK to net zero.

Your Network

We're the fastest-growing cross-party network in local government, with more than 140 councils, organisations and supporters from across the UK. Established in 2012, the CCIN was the brainchild of Steve Reed OBE, MP, Secretary of State for Environment, Food and Rural Affairs, Jim McMahon OBE MP, Minister of State for English Devolution and Local Government and Baroness Taylor of Stevenage, our former Chair, is now the Parliamentary Under-Secretary of State in the Ministry of Housing, Communities & Local Government.

These three former council leaders came together with a vision of demonstrating the power of cooperation in action in councils and communities and sharing the unique energy that cooperation brings with fellow councillors and their councils.

For the past two years, we’ve worked with Cllr Louise Gittins as Chair of the CCIN. In July 2024, Louise was appointed the first female Labour chair of the Local Government Association and we know she will be a great advocate for the Network in Westminster.

There is a growing interest, across the political spectrum, in how to share power and responsibility with citizens, support the development of community and civic life and find more cost-effective ways to create thriving and resilient communities.
