The Independent Review of Adult Social Care 2021 made recommendations for significant and transformational changes to the way that social care is designed, planned and funded in Scotland. The review calls for a radical shift of power to enable rights of supported people to live good lives and have support which meets their outcomes.

Commissioning for Public Good

The Independent Review recommended the need for an end to the 'emphasis on price and competition and the establishment of a more collaborative, participative and ethical framework for adult social care support focused on achieving better outcomes for people and for staff delivering support'. The Feeley review also made specific recommendations that 'alternatives to competitive tendering are developed at pace across Scotland and procurement decisions must focus on the the person's needs and not be solely driven by budget limitations'.
