Description

This event aims to be a practical session setting out the experience of the Wessex Community Land Trust Project in terms of supporting Community Land Trusts to partner with Housing Associations to deliver community led affordable homes for local people. The event is aimed at those with practical experience of the development process for affordable housing, possibly working as Community Housing Technical Advisers, Housing Enabling Officers, Rural Enabling Officers, Housing Association Development staff, Architects, Solicitors, Homes England staff and others involved in community-led housing projects (e.g. as technical advisers, project managers, planners, architects, surveyors etc.). The agenda will be:

• Range of projects - Rural/Urban, Land-led/S106, 100% Affordable/Cross-subsidised
• Range of constraints - Green Belt, Brownfields, AONB, Conservation Area, Heritage, Terrain, Urban Land Value, Brownfield etc
• Range of CLTs, RP partners, Local Authorities and Landowners

• Revenue Funding - tendering, applying, cashflow
• RP Engagement - expressions of interest, interviews, credibility

• Feasibility - typical services and outcomes
• Legals - option agreement, lease, S106 agreement, allocation plan
• Capital Funding - rent levels (social/affordable), build costs, cross-subsidy, CLT costs
• Preparing a planning application - typical services and outcomes
• Construction - D&B amends, choice of contractors, CLT representation on site
• Allocations - priority for local people, data sharing agreements, ground rents
