How can local authorities align their budgets with a 2°C scenario?

Energy Cities has been seeking to answer this question as part of an exploratory study that will be released in December. Our findings will be gathered in a guidebook for cities, providing tools on how to climate-mainstream their budgets and how to engage financial staff with the local climate and energy agenda.

This webinar will allow you to explore the links between municipal budgets and local climate and energy policies through five main topics:

1) Environmental reporting and budgeting

2) Green public procurement

3) Divestment from fossil fuels

4) Green municipal bonds

5) Earmarking local revenues and other financial instruments.

Our research is illustrated with numerous case studies from around Europe, featuring the cities of Oslo, Copenhagen, Barcelona, Paris, Gothenburg, Växjö, Münster, Lille, Manchester, Milan and Lausanne, as well as regional authorities from Belgium, Portugal and the Netherlands.


- Introduction by Jana Cicmanova (Covenant of Mayors - Europe Office)

- Franziska Barnhusen (Energy Cities) will give background information and introduce the study as well as its main findings, and what cities can learn from them.

- Bernhard Schießl (CICERO Center for International Climate Research) will speak about his experience from evaluating the green bond frameworks of public sector entities and explain what cities need to do to become ‘dark green’.

- Questions and answers, discussion with presenters.
