The Right to Build Task Force review this year's most relevant appeals in CSB

This session will be the culmination of this year’s Masterclass programme – We will be considering what this year’s basket of custom and self build appeal decisions tells us about how this type of housing is being addressed at appeal and the way forward for 2026 and beyond. If you want to stay ahead of the curve in terms of delivery and understand where the potential pitfalls are when dealing with custom and self build housing, then this masterclass will provide a detailed analysis of appeal decisions in key topic area of planning. is a NaCSBA initiative and is funded by MHCLG to support the delivery of significantly more affordable Custom and Self Build housing by offering initial training to local authorities in England.

The objectives of this session will be:

Session Objectives

  • Provide a brief review of custom/self build drivers and statutory duties, updates and application of the LURA in relation to custom/self build housing.
  • Review the context and direction of travel for self build appeals and ongoing issues in custom/self build decision making.
  • Examine recent appeal decisions highlighting some of the key issues in the appeals process, appeal precedents and relevant PINS lines of enquiry.
  • Consider the tilted balance as a mechanism to make decisions in relation to custom/self build NPPF paragraph 11(d)
  • We will consider the importance of the statutory duty upon local authorities
  • The need for a mechanism to secure CSB housing.
  • Review appeals outcomes in respect of Local connection tests
  • Consider the implications for custom/self build housing in the Green and Grey Belt,
