Data Sharing Infrastructure (DSI) – Industry Webinar
Overview
The Data Sharing Infrastructure (DSI) is a socio-technical solution that reduces friction and barriers to data sharing by providing a secure, resilient, and scalable method for sharing data between any energy sector participants. Earlier this year, NESO was appointed by Ofgem as the Interim Data Sharing Infrastructure (DSI) Coordinator. This role, alongside the previous request from DESNZ to build and deliver the Data Sharing Infrastructure, means that NESO is taking on the responsibility to deliver and coordinate the DSI on behalf of the entire energy sector.

What is the DSI?
The Digital Shared Infrastructure (DSI) makes it easier for the energy sector to share data and models in a scalable, secure, and resilient way. As public digital infrastructure, it plays a crucial role in energy sector’s digitalisation and enabling clean power by 2030.
In the future, the energy DSI will also connect to, and be interoperable with, the equivalent data sharing infrastructures of adjacent sectors, such as water and transport, enabling a cross-sector ecosystem of connected digital twins to be realised – as recommended in Data for Public Good (2019), the National Data Strategy (2020), the Gemini Papers (2022), and the Digital Spine Feasibility Study (2024).
Three 2024 and 2025 publications by DESNZ and Ofgem - the Government’s response to the digital spine feasibility study, the Consultation for the governance of the Data Sharing Infrastructure, and the Decision for the governance of the DSI - set out commitments and aspirations for the DSI. This includes requirements and expectations for NESO to progress the DSI development on behalf of and in collaboration with the energy sector, and provide governance, oversight, and coordination through our role as Interim DSI Coordinator.
How is it being delivered?
The DSI is more than technology, it is a socio-technical solution.
- Technically, it provides the architecture, software, and security needed to connect systems
- Socially, it addresses the processes, skills, legal frameworks, and regulatory requirements that underpin trust and collaboration.
NESO’s role as Interim DSI Coordinator involves providing governance, oversight, and coordination, progressing DSI development and service delivery on behalf of and in collaboration with the sector.
NESO is accountable for developing and operating the DSI, including the Data Sharing Mechanism (DSM), and the trust framework detailing obligations and rules of usage.
