This 2-day training course is designed to help build understanding of the concepts, principles and practices of deliberative public engagement among

The course is being delivered by Involve, who are leading experts in deliberative public engagement. Over the 2 days this practical and interactive course will cover:

  • An introduction to different forms of public engagement and where deliberative public engagement fits (e.g. its strengths and weaknesses in relation to other forms of engagement)

  • An introduction to deliberative public engagement, including its history, key principles and concepts;

  • An overview of to how to plan a successful deliberative engagement process, including the design process, key considerations, and how to choose an appropriate method;

  • An introduction to different deliberative engagement methods and tools, including their strengths and weaknesses;

  • An introduction to group facilitation, including key principles for designing an effective session.

Participation in this course will enable attendees to embed these principles and practices into how they plan and deliver public engagement processes.

Facilitating Dialogue and Deliberation: A limited number of spaces are also available for an optional 3rd day of training focused specifically on facilitation methods and techniques (including tips and tricks for dealing with different scenarios). BACKGROUND AND CONTEXT

There is a growing interest across the UK in using deliberative engagement to enhance the quality of our democracy. Deliberative public engagement is a distinctive approach to involving people in decision-making. It is different from other forms of engagement in that it is about giving participants time to consider and discuss an issue in depth and then come to a considered view, which may (or may not) be different from participants’ original view, and which has been arrived at through careful exploration of the issues at hand.

Deliberative public engagement is an approach to public participation that prioritises the quality of conversation and the diversity of views heard. It can be applied to a wide variety of issue areas and adopted by governments, parliaments and civil society organisations alike. Citizens’ assemblies, citizens’ juries, consensus conferences, deliberative polling and deliberative workshops are among the range of deliberative public engagement methods that are growing in popularity worldwide.

Deliberative public engagement is a relatively new practice in Northern Ireland. However we see that it has enormous potential to help unlock a range of challenging issues and inform elected officials and decision makers about the publics’ views, preferences and the trade-offs they are willing to accept. This course aims to enhance local expertise and experience in undertaking deliberative public engagement in both the public and civil society sectors.
