Perverse Non-Priority decisions are probably the single biggest source of injustice for vulnerable people who have lost their home and who are trying to get help from their local council. Unfortunately, the more vulnerable you are, the easier it is for councils to get away with it.
The good news is that the legal definition of priority need is a relatively low threshold, and many of the housing officers making these decisions have never had adequate training on it, meaning it is often easy to spot errors and challenge them on that basis.
This training has been designed to equip professionals to recognise when someone is in priority need, know how to formulate the argument for priority need, and identify common flaws in perverse non-priority decisions.

- A good understanding of the definition of priority need and an overview of the caselaw that defines it
- The information needed to know when someone is likely to be in priority need
- Practical actions that link in with evidencing priority need - DASH forms, safeguarding alerts, mental capacity assessments, what information to request from other services like GPs and social workers, and improving existing assessment forms used by organisations
- An awareness of common counter-arguments that councils use
