By popular demand, we are pleased to be holding a Design Review Panel CPD/Guidance day, aimed at design team members, local authority planning officers and applicants/scheme promoters.

Design Review Panel feedback is a material consideration in the Planning process. Paragraph 62 of the National Planning Policy Framework (NPPF) states:-

"Local planning authorities should have local design review arrangements in place to provide assessment and support to ensure high standards of design ... In assessing applications, local planning authorities should have regard to the recommendations from the design review panel."

The Design Review Panel was launched in 2013 upon the invitation of a group of local authorities to provide impartial, independent, multidisciplinary and expert peer review to design teams, applicants and local authorities.

The morning will include presentations from Andy Robbins (Exeter City Council, Service Lead City Development) and Elaine Olphert (Architect of Redrow SW, previously of Persimmon Homes). These presentations will be followed by a Q&A session.

The afternoon will include a mock design review panel session/workshop, presented by Tony Pollintine (Grange Architects) and Andy Robbins (Exeter City Council) including a site visit, which delegates will be encouraged to undertake over lunch.

Refreshments and opportunities to mingle will be provided throughout. The day will conclude with afternoon festive drinks, mulled wine/ mulled fruit juice served along with mince pies and sausage rolls.

I would like to attend but my employer requires an invoice - how do I book?

You will need to e-mail or post a purchase order (PO) form (please note, a purchase order number is not sufficient, we require the actual form) to  with 'Design Review CPD Day booking' in the subject line. Your place will be provisionally reserved and you will then be sent an invoice, as requested. Please note, no places will be provisionally reserved until the PO form has been received. If you are posting your form, please send it to Jonathan Braddick, The Design Review Panel, 2 Drake House, Cook Way, Taunton, Somerset, TA2 6BJ. Places are only confirmed upon receipt of cleared funds payment. Payment terms are 7 days from invoice, and should be received before the event, whichever is soonest, to enable attendance.


What are my transport/parking options for getting to and from the event?

On site parking is available on a first come first served basis. Additional parking is available at the Magdalen Street Car Park (Click here for  car park location map ... )

What's the refund policy?

Registrations are non-refundable.


Do I have to bring my printed ticket to the event?

Either printed tickets or e-tickets should be presented at registration please.


Is my registration fee or ticket transferrable?

Name changes are permitted until five working days before the event (Monday 27th November 2017)


Is it ok if the name on my ticket or registration doesn't match the person who attends?

Please email to let us know of any name changes. We need to record accurate attendee information for each event.


Cancellation Policy

Name changes are permitted, however we are unable to accept any cancellation requests and no refunds will be given. 


Data Protection: The Design Review Panel may from time to time send information to those who registered for the event about other events and related products or services.

Design Review Panel

The Design Review Panel provides an impartial, multi-disciplinary, constructive, expert, peer review process during the pre-application stage of the planning process, to applicants & local authorities 



The aim is to provide an independent and impartial design review process, where a multi- disciplinary panel of built environment professionals review the design of significant built environment proposals. 


 The Design Review Panel:-


  • is conducted by an independent panel of multi-disciplinary experts – practitioners with a different range of current experience and expertise in design and construction. As a prerequisite to joining the panel, these practitioners will have demonstrated a track record of good design in their own projects and the skills to appraise schemes objectively.
  • exists to offer constructive comments on schemes, aiding their improvement, but not to fundamentally redesign them.
  • advises and empowers the decision makers on how to improve design quality so as to meet the needs of their communities and customers.
  • supports decision makers in resisting poorly designed schemes.
  •  supports decision makers in approving well designed schemes.

Geographical Coverage

The Design Review Panel provides independent expert advice to applicants, design teams and local authorities across the south west of England. In accordance with the NPPF, local authorirties are requiered to give significant weight to the feedback of a Design Review Panel within the planning process. Areas currently covered by The Design Review Panel include Cornwall, Devon, Somerset, Dorset, Wiltshire, Gloucestershire and Hampshire.

Local Authorities who, in accordance with their NPPF requirements, currently actively endorse and refer applications to the Design Review Panel include:-
