As the Government prepares for life outside the European Union (EU), there is a pressing need for civil servants to improve their understanding of how the EU operates, both legally and institutionally.

The UK public is relying on ministers and civil servants to help achieve the best possible outcome from exiting the EU, securing the country’s long-term prosperity and growth. Ensuring that we have the skills, knowledge and confidence to deliver what the public expects of us at this unprecedented time is therefore of critical importance. To help address this challenge, this topic has been designed to develop, increase and help embed your knowledge of the EU and its working practices.

Learning activities

Four online tutorials, lasting no more than 20 minutes each, introduce you to the EU’s founding principles, the roles and functions of its major institutions, its responsibilities and its finances.

On completion of the digital learning you will then attend a workshop that includes presentations, group practice work and case studies, covering EU and UK policy and legislative arrangements framed by EU exit considerations. These learning activities are designed to bring to life and reinforce what you learnt during the online tutorials. The day concludes with a practical exercise, illustrating the importance of effective briefing to support EU negotiation teams. You will have the opportunity to build on your knowledge following the workshop by noting any areas for your continuing development.

The estimated learning time is 9 hours including a workshop of 7 hours.

Learning outcomes

By completing this topic, you will:

  • have familiarised yourself with the most important EU concepts and principles including EU law, freedom of movement and the single market
  • know how EU treaties and institutions are structured and how decisions are made
  • have a fuller appreciation of the UK’s EU exit agenda, allowing you to help represent and safeguard the UK’s best interests at home and abroad.
