The IS has now completed the analysis we have been carrying out on behalf of the Scottish Government on potential funding models to distribute the devolved debt levy funding.
Following desk top research, we identified seven potential funding models. After wide ranging engagement it was agreed that four of these would be worth exploring further. An assessment criteria that would be applied to each was also agreed. The models were:
- Direct grants to local authorities
- Grants programme managed by an independent organisation (ongoing)
- Funding to support ‘Change and Innovation’
- Advice Services Partnership
The potential merits of each of the above have now been analysed and a final engagement event is planned. This will be offered on a number of occasions in different locations and formats (i.e. virtually or in person) to maximise opportunities for attendance.
At the event the key findings and recommendations will be presented, and participants will have the opportunity to comment. The results of the engagement sessions will be included in the final evaluation report.
Whilst the focus will be on the potential models that have been analysed, an opportunity will be provided to comment on all the models that were originally identified.
