Two reports published this year have drawn completely different conclusions about the causes of remaining racial disparities in UK society.
The recently published Runnymede shadow report to the International Committee on the Elimination of Racial Discrimination (ICERD) claims that ‘systemic racism’ is the singular explanation of racial inequality in the UK. By contrast, the Commission on Race and Ethnic Disparities (CRED) report questions the utility of ‘systemic racism’ as an explanatory factor, highlighting the role of geographical location and family structure in differential outcomes.
So, is the UK systemically racist?
