What is this course about?

The SFHA are delighted to offer a series of Procurement Skills Training Courses, funded through a collaboration with Scottish Procurement Alliance (SPA).

There have been significant changes in public procurement over the past couple of years. For the purposes of procurement legislation and rules, housing associations are classified as public sector organisations.

This session will compress ESPD Basic and ESPD Advanced courses to give delegates a good insight into what is required when forming these documents.

One of the key changes is the European Single Procurement Document (ESPD) which is a standard form for use by all EU member states. This replaces pre-qualification questionnaires (PPQ), and should make the process of bidding for a public contract easier. Its main purpose is to remove some of the barriers to participation in public procurement, especially for Small and Medium Enterprises (SME's).

From April 2016, all Scottish public bodies must issue and accept the ESPD form for all procurement exercises above the EU threshold. It is also deemed as good practice to use the ESPD for all other procurement rather than the PQQ.

In this compressed session, you will go through sections in the ESPD to get a basic understanding of when each section should be used and to this will allow you to gain knowledge and experience of the whole ESPD process, documents and Standard Statement Documents that comes in tandem with the ESPD. You will then go through the ESPD in detail and see examples of how to use the ESPD, particularly in the Restricted Procedure when you need to score the ESPD under Part IV. Selection criteria using A: Suitability, B: Economic and financial standing, C: Technical and professional ability, D: Quality assurance schemes and environmental management standards & using E: Global indication for all selection criteria.

Places for each training session are limited and will be allocated on a first come, first served basis. Places are limited to a maximum of 2 people per organisation for each topic

Cancellation & No Show Policy for Procurement Training

All cancellations must be notified to SFHA by email at least 24hrs before the training starts. A substitute delegate can be named at this time.
