Description

This will be the second of three seminars about the work of Parliament aimed at Fast Stream Civil Servants.

The increasing tendency of successive governments to make substantial policy changes by delegated legislation (usually in the form of statutory instruments which are subject to only limited Parliamentary scrutiny) has raised a significant constitutional issue which the EU (Withdrawal) Bill has brought to the fore. In this seminar constitutional and procedural experts in the Commons and Lords will discuss the usage of delegated legislation, and the approach of the two Houses of Parliament to scrutiny of both enabling legislation and statutory instruments.

Speakers will include:

  • The Rt Hon the Lord Blencathra, Chairman of the Delegated Powers and Regulatory Reform Committee of the House of Lords
  • Chris Salmon-Percival, Clerk Delegated Powers and Regulatory Reform Committee and of the Secondary Legislation Scrutiny Committee of the House of Lords
  • Martyn Atkins, Clerk of the Procedure Committee of the House of Commons
  • Another speaker from the House of Commons (TBC)

Attendees will be received from 6pm, and light refreshments will be provided. The seminar will start at 6.30pm and conclude by 8pm. Attendees are invited to stay after the seminar for a social event with an optional visit to a local pub.
