  • discursive resources - providing a chance for participants to develop their own skills in active listening, asking questions that encourage dialogue and re-framing blocks to discussion;

BACKGROUND AND CONTEXT

There is a growing interest across the UK in using deliberative engagement to enhance the quality of our democracy. Deliberative public engagement is a distinctive approach to involving people in decision-making. It is different from other forms of engagement in that it is about giving participants time to consider and discuss an issue in depth and then come to a considered view, which may (or may not) be different from participants’ original view, and which has been arrived at through careful exploration of the issues at hand.

Deliberative public engagement is a relatively new practice in Northern Ireland. Advocates however see that it has enormous potential to help unlock a range of challenging issues and inform elected officials and decision makers about the publics’ views, preferences and the trade-offs they are willing to accept.

Facilitation that enables effective dialogue between participants in ways that are respectful, construcive and focussed on building an understanding of differnt perspectives underpins most successful deliberative public engagement processes. This course aims to enhance local expertise and experience in facilitating public dialogue and delieration in both the public and civil society sectors.
