If you are a fire safety risk assessor can you answer the following questions:

·     Is regulation for risk assessors over the horizon following Grenfell?

·     Dame Judith Hackitt has asked for accreditation of risk assessors in the past, will fire safety risk assessors be next?

·     Is Grenfell a way of reintroducing prescriptive regulation that appears contrary to the Fire Safety Order?

·     How do you defend yourself against the resources of a Fire & Rescue Authority?

·     Does an accreditation with an awarding body prove you a competent fire risk assessor?

·     Is it better to become accredited before it becomes a requirement for you to continue fire risk assessing?

The panel cannot tell you the future of fire safety regulations, but they have an insight into the ‘direction of travel’ through their work with NFCC, IFSM, IFE and others.

Warren Spencer –  Blackhurst Budd Solicitors

Warren is one of the country's leading fire safety lawyers, having acted in over 170 cases involving the Regulatory Reform (Fire Safety) Order.  As a Fire Safety Solicitor he has advised and represented eight Fire and Rescue Authorities.  Warren has prosecuted and defended in some of the most serious fire safety breach cases, and prosecuted in the trial which led to the most severe punishment ever given under Fire safety legislation. He has provided legal training to 11 Fire Authorities and many fire safety related business, and is regularly asked to make presentations at fire safety related events. Warren also runs the fire law resources site,


Nick Coombes – London Fire Brigade and vice-chair of IFE Risk Assessment Register

Nick's 36 years' service for the London Fire Brigade has spanned many roles including Inspecting Officer, Team Leader, Head of Fire Safety Training, Enforcement Manager, and Head of Fire Safety Policy.  He has helped write DCLG guides and as the Chair of CFOA Enforcement working group helped produce policies and guidance on the RRO to the Fire & Rescue Services.  He is currently leading the LFB response to the fallout from Grenfell Tower including assisting with expert panel and the Hackett review.  Nick is NFCC vice Chair on Protection, he sits on the Fire Risk Assessment Competency Council and BSI Standards, and is also the vice Chair of the IFE Risk Assessment Register.


Paul Macdonald – Hertfordshire FRS

Paul is the Group Commander in charge of the Fire Protection department in the Community Protection Directorate.  Paul joined Hertfordshire Fire & Rescue Service as a firefighter back in 1989 and has served at numerous fire stations.  Paul has worked in a range of departments including at Training centre, Service Headquarters and now Fire Protection.  Paul became a Fire Investigator in 2007 and has been involved in a number of investigations that have involved fire fatalities, and cases that have subsequently been taken to Crown Court.  Paul is a member of the IFE (MiFireE), and a corporate member of the UK Association of Fire Investigators (UK-AFI).


Dr. Bob Docherty - Flamerisk Safety Solutions Ltd & Chair of IFSM

 Bob Joined the UK Fire Service as a career firefighter in 1968. He served in many fire and rescue services and retired from his position as Director of Fire Safety in the rank of Assistant Firemaster, Strathclyde Fire Service in February 2001. Bob was a member of the Institution of Fire Engineers serving on its International Council for over 20 years taking a particular interest in examinations and education. He was International President of the IFE in 1999/2000. Bob has a First Class BA Honours degree and a PhD for his study on stress and coping in firefighters. He is also a Chartered Engineer. He is the Chairman of the Institute of Fire Safety Managers. He is now MD of his own successful consultancy, Flamerisk Safety Solutions Ltd. providing services from training, fire risk assessments through to fire engineering solutions throughout the world.  He also deals with evacuation solutions for disabled people. He is still actively involved nationally and internationally in fire.
