As part of our continuing series of discussions on how to set up public conversation, this month we will be asking what we need to think about in terms of phrasing questions for the community to answer.

The deliberation gateway discussions are a place for everyone to come along and learn about the ins and outs of deliberation, which is becoming an increasingly popular way of engaging the public world wide.
