Description

Rising incidences of terrorism, high-profile sexual abuse cases and spikes in hate crime have all contributed to a heightened public anxiety about security and public protection policing. There are, however, contradictory public concerns about intrusive and disproportionate security measures. The absence of common societal values about security and liberty is a major challenge for policing, particularly against a backdrop reduced budgets and difficult resource allocation decisions.

The 37th Annual Cumberland Lodge Police Conference will explore the interplay between public security and individual freedoms. It will examine the call for greater police intervention and protection against the countervailing concerns about profiling bias, long-term retention of data, and intrusive intelligence gathering. Over the course of three days it will address key pinch-points in public protection policing: safeguarding, vetting and disclosure; the collection and use of intelligence and data; and the proportionality of counter-extremism measures.

The conference will include presentation from expert speakers and a series of working group case studies that will explore the practical implications of 'freedom restrained'.

This conference will bring together a multi-agency delegation of senior police officers, civil servants, think tanks, lawyers and academics.
