Ym mis Hydref 2017, cyhoeddodd Llywodraeth y Deyrnas Unedig ei bwriad i newid y ffordd y mae’n cyllido’r costau tai (rhent a thaliadau gwasanaeth cymwys) yn achos llety â chymorth dros dymor byr ym Mhrydain.

Mae Llywodraeth y Deyrnas Unedig wedi cynnig y diffiniad canlynol am lety tymor byr:
‘Llety â chymorth, y ceir mynediad ato yn dilyn argyfwng, neu fel rhan o gyfnod pontio i fyw’n annibynnol, ac a ddarperir am gyfnod o hyd at ddwy flynedd, neu hyd nes y gellir pontio i lety sefydlog cymwys, tymor hir, p’un bynnag sy’n digwydd gyntaf.’

O fis Ebrill 2020, mae Llywodraeth y Deyrnas Unedig yn cynllunio i ddatganoli’r cyllid hwn i Lywodraeth Cymru (ar hyn o bryd, caiff ei dalu i unigolion trwy’r Budd-dal Tai). Ceir rhagor o fanylion am y cynigion hyn yma.

O ganlyniad, mae angen i Lywodraeth Cymru ddatblygu model i ddosbarthu’r cyllid hwn i gynlluniau tai â chymorth yng Nghymru o 2020/21 ymlaen.

Trefnwyd y digwyddiad ymgynghori hwn mewn partneriaeth rhwng Llywodraeth Cymru, Cymorth Cymru a Chartrefi Cymunedol Cymru, ac mae’n gyfle i’r sector tai â chymorth fwydo’n uniongyrchol i mewn i’r broses o ddatblygu polisi. Yn ystod y digwyddiad hwn, gofynnir i chi rannu eich barn ar gyfres o fodelau cyllido posibl, a fydd yn llywio cyngor polisi i Weinidogion Llywodraeth Cymru.

Estynnir croeso cynnes i gynrychiolwyr darparwyr gwasanaeth, cymdeithasau tai ac awdurdodau lleol.




In October 2017 the UK Government announced its intention to change the way it funds the housing costs (rent and eligible service charges) for short term supported accommodation in Great Britain.

The UK Government has proposed the following definition for short term accommodation:
‘Accommodation with support, accessed following a point of crisis or as part of a transition to living independently, and provided for a period of up to two years or until transition to suitable long-term stable accommodation is found, whichever occurs first.’

From April 2020 the UK Government plans to devolve this funding to the Welsh Government (it is currently paid to individuals via Housing Benefit). You can find out more about these proposals here.

As a result, the Welsh Government needs to develop a model to distribute this funding to supported accommodation schemes in Wales from 2020/21 onwards.

This consultation event has been organised in partnership by the Welsh Government, Cymorth Cymru and Community Housing Cymru, and is an opportunity for the supported accommodation sector to feed in directly to the policy development process. During this event you will be asked to share your views on a series of possible funding models, which will inform policy advice to Welsh Government Ministers.

Representatives from support providers, housing associations and local authorities are all welcome.
