London’s 24-hour economy is at a critical crossroads.

Cultural shifts are reshaping the city’s nightlife, with fewer people heading out after dark, while global challenges, such as inflation, are intensifying pressure on businesses, pushing costs to unprecedented levels. However, the importance of a thriving 24-hour economy has never been more evident—it’s essential to London’s cultural vibrancy and economic resilience.

In response to this, the Mayor of London has launched a Nightlife Taskforce, Westminster City Council have released their Westminster After Dark strategy, and most recently, the Government has announced a groundbreaking new pilot scheme allowing the Mayor of London to override local councils’ decisions on pub, club and restaurant licensing in key areas.

Now, HOLBA is stepping forward with innovative research, offering fresh insights into the state of London’s 24-hour economy and mapping a way forward.
