Come to our Go Green breakfast to hear about the Partners In Procurement Energy Network (PIPEN), a network formed under the SPP Regions project, covering seven European regions and 42 eco-innovative tenders.

Find out about some of the local successes, including the project’s application to B&NES Council school food contract, resulting in savings of over 6 tonnes of CO2 and almost £10,000 in fuel per year, all whilst supporting local producers, aligning with B&NES Local Food Strategy and providing healthy, fresh and seasonal food.



Christine Storry, Project Manager, PIPEN, Bristol City Council

Christine is the project manager for the South West England element of the EU-funded SPP Regions project.  This project aims to bring networks of procurement professionals and sustainability experts together to deliver contracts which result in a reduction of carbon emissions and/or drive the demand for renewable energy. It has three strands – public buildings, vehicles and transport, and food and catering.

Richard Howroyd FCPFA,Head of Strategic Procurement & Commissioning, Bath & North East Somerset Council

Richard is the Head of Strategic Procurement & Commissioning for Bath & North East Somerset Council. An accountant by background, he has worked across the public and private sector. Richard is an expert in the Public Contract Regulations who has developed innovative approaches to public sector procurement.

Rich Osborne, Director, Fresh Range

Rich Osborn is the founding Director of Bristol based ethical online food supplier fresh-range. Launched in 2014, fresh-range has connected dozens of local food producers and suppliers with retail, private and public sector customers across Bristol and Bath. Thousands of people now eat food supplied through the platform each week.


PIPEN is a three year project (due to finish March 2018) about collaboration of tenders and sharing good examples of tendering which have an element of eco-innovation in their solutions.  PIPEN also aims to build capacity and transfer skills and knowledge of sustainable procurement and innovative procurement in the areas of:

•             energy use in public buildings
•             vehicles and transport
•             food and catering services

PIPEN is primarily made up from the Partners in Procurement Group – or PIP - a network of the heads of procurement in the West of England, drawn from public sector organisations including local authorities, three universities,  Avon & Somerset Police, two health trusts and the South West Ambulance Trust.  Representatives on PIPEN are both sustainability and procurement people ensuring that what the network tries to achieve is balanced.
