Green Windows of Opportunity for Industrialisation: still open?

As the global economy continues its transition toward sustainability, a central question remains: which green windows of opportunity are still open for latecomer economies?

This panel brings together two of the authors of the landmark article “Green windows of opportunity: latecomer development in the age of transformation toward sustainability” — Roberta Rabellotti and Rasmus Lema — published five years ago. Their original work showed how structural changes in institutions, markets, and technologies were opening new pathways for industrialisation in emerging economies, driven by the global green transformation.

Five years later, the landscape has shifted. Some windows have expanded, others have narrowed, and new dynamics are emerging. This discussion will examine:

• How global green transitions, digitalisation, and value-chain reconfigurations are reshaping opportunities for latecomer development
• Which sectors still offer viable green windows of opportunity
• What new barriers have emerged as technologies mature and competition intensifies
• What kinds of policies and capabilities do countries now need to seize remaining opportunities

Moderated by Amir Lebdioui, Director of the TIDE Centre, the conversation will also reflect on the next phase of research needed to understand green industrialisation in an evolving global context.
