COURSE DESCRIPTION

The aim of Hallmark is to recognise the work undertaken by volunteer village hall management committees, and to encourage improvement and development. Hallmark acts as a signpost and a beacon to both the local community, partners and funders. It shows that committees are managing correctly and are meeting all their legal obligations. It is a nationally recognised achievement.

The aim of the awards are to:

  • Encourage, establish and reward good practice
  • Encourage improvement in establishing policies and procedures
  • Obtain recognition from other bodies of a high standard of management

There are three levels of Hallmark. It is expected that all halls should operate to a minimum of levels one and two.

  • Hallmark 1 - Charity Administration and Management
  • Hallmark 2 - Health, Safety, Security and Licensing
  • Hallmark 3 - Community and Social Awareness, and Forward Planning

A guide to the assessment requirements is provided and help is available to prepare for an assessment.

When the community building has completed the requirements for assessment they will be assessed by two “peer visitors”. The peer visitors are volunteers who are involved in or have been involved in the management of a community building in Devon. The peer visitors will have completed a specific training course to be able to assess a community building. They are there to share knowledge, offer encouragement and to provide an important focal point for the transfer of skills and best practice. They will meet with representatives of the management committee to review their policies, processes and practices.

Successful assessments are acknowledged with a certificate of achievement. A Hallmark certificate is valid for three years.

Participation in the Hallmark Scheme is entirely voluntary and is beneficial to halls in many ways including:

  • Providing funders and other interested organisations, with a benchmark for a well managed hall
  • Gives village hall/community building volunteers confidence that they are running the hall in the correct way
  • Discounts on some insurance premiums for halls with a Hallmark award

about your tutor

Martin Rich

Martin is the community buildings advisor at Devon Communities Together. He works closely with village hall committees to help them understand their responsibilities and to run their halls successfully. He advises on the many technical and legal requirements of running a hall, raising funds and managing major projects. He runs the Hallmark quality assurance scheme.

Additionally he is our energy advisor for domestic and community buildings; advises on parish plans, sport, play and helps organise many of our events.
