Nearly every one of the 2.4 million households in Scotland is liable for Council Tax.  This year, Council Tax receipts in Scotland will amount to around £2 billion.  This is only about 15% of the money spent by Scotland’s councils, but is an essential part of the funding of local public services; from street cleaning and bin collections through to schooling and care services.

Council Tax was created in 1993 to replace the poll tax. The Scottish Government and the Convention of Scottish Local Authorities have worked together to establish the Commission on Local Tax Reform to examine alternatives.

The Commission has representatives from across Scotland’s political parties and from both Councils and Holyrood (with the exception of the Conservatives who declined to participate) working alongside people from business and civic society. Our task is to explore and understand a range of alternatives to the present Council Tax.

We will complete our work this Autumn so our findings will be available to all political parties as they prepare their manifestos for the May 2016 Scottish Parliament election. A key part of our report will set out what the public have told us and as part of this we are holding a series of public events. 




We want to hear what you think might –and might not - be a fairer way of raising the £2 billion presently collected from Council Tax in Scotland.

The event will last around 2.5 hours and will involve you taking part in an interactive discussion. Members  the Commission will also attend to hear your views first hand.  Refreshments will be provided.

The Commission on Local Tax Reform

The Commission on Local Tax Reform operates independently of any organisation and brings expertise and experience together from across Scotland to examine alternatives that could deliver a fairer system of local taxation in Scotland. The Commission is looking at the evidence about how Scotland’s system of local taxation might improve. Most importantly of all, it is listening to the views of people and communities in Scotland about what happens now, and what the future might be. The Commission will present its findings in late 2015.
