As part of our role as Strategic Reform Partner to the DfE, the Council for Disabled Children (CDC) have identified the need to adopt a multi-agency approach to some of the trickier social care challenges affecting local areas, in order to identify potential solutions that are adaptable to different LA contexts.

CDC hosted an initial series of regional action learning set (ALS) workshops focussed on identifying solutions to social care challenges, where local area teams developed action plans. The purpose of this second ALS session is to review progress with actions plans (where applicable) and to continue problem solving known tricky issues. It is not a requirement to have attended the first ALS to attend this session. Where a local area team was unable to attend the first ALS please let us know on your Eventbrite booking form and we will contact you in advance of the session to discuss the themes you would like to explore.

This session is aimed at strategic and operational staff with decision-making responsibilities to ensure actions agreed in the session can be progressed and make a real impact. Bookings will be taken per area for up to 5 attendees. One representative from each of the following should attend where possible: social care; SEN; Health; EHC plan writers; and a parent carer. You may find it helpful to nominate a ‘lead’ to coordinate a group of people from your area.

This session will be informed by the social care audit tool that CDC has developed with a group of social workers to support local areas to identify and evidence their strengths as well as areas for improvement. This half-day solution-focused workshop will focus on up to three key social care challenges across a number of themes, such as:

  • Securing good social care advice
  • Identifying social care needs as part of the EHC assessment and planning process
  • Links to social care assessments and planning (e.g. LAC, PEP, CiN, CP plans and transition assessments)
  • Cross team engagement in the EHC needs assessment process
  • Local offer and short breaks
  • The role of early help
  • Joint commissioning

Each local area group will leave the session with a clear set of actions to move forward a particular challenge and CDC will support progress by sharing resources, identifying examples of national practice and facilitating the workshop.

Key audience:

  • Up to 5 people from each local area, if possible comprising one representative from social care, SEN, Health, an EHC plan writer and a parent carer.
  • We recommend a mix of strategic and operational representation to ensure actions agreed in the session will be progressed by those with decision-making responsibilities.
