Background

A National Record Locator Service (NRLS) has the potential to unify patient records across the NHS. This service will aim to enable an authorised clinician, care worker and/or administrator, in any health or care setting, to access a patient’s information to support that patient’s direct care. This flexible service could provide a level of interoperability in the NHS which has previously been unachievable. In 2016, NHS Digital embarked on a Proof of Concept (PoC) with one Trust to technically test the concept of the NRLS. The PoC proved to be successful and NHS Digital is now planning the next phase for NRLS which will aim to involve multiple national organisations.

 

A workshop was held between NHS Digital and nominated Ambulance Trusts and their Mental Health provider organisations on 3rd October 2017. This workshop confirmed that Mental Health Crisis Plans would be the initial record to be provided and consumed in the NRLS Phase 1.

Next Steps

This session is aimed at agreeing how to share the Mental Health Crisis Plan in a legally and ethically compliant manner – directly into the NRLS and/or via local Shared Care Records that already exist locally (e.g. LPRES, London Healthy Partnership, Great North Care Record etc.). We are holding a workshop with representation from all the participating organisations to identify and agree the risks and controls necessary to enable the NRLS beta to go live in the next phase of the programme, currently scheduled for the summer 2018. The model we agree on during these planning sessions will inform the wider model that will be rolled out in 2019 and beyond.

NHS Digital is looking to bring together the following Ambulance Trusts and representatives from their Mental Health Trust community:

North West Ambulance Service

 

The session aims to achieve the following objectives:

  • For Mental Health patients ensuring that crisis care plans are available to Ambulance call handlers consistent with their reasonable expectations
  • For Ambulance and the Mental Health providers, that information is shared consistent with the legal framework for direct care (e.g. Duty of Care, GDPR and Common Law Duty of Confidentiality)
  • Shared understanding on status of information flows required for NRLS (i.e. personal and confidential) and associated risks and appropriate controls
  • For each sharing organisation, partnership and NHS Digital to consider the approval process to proceed and Data Sharing Agreement necessary for this sharing venture
  • Reporting (transparency) requirements
