Plan of Action:

The proposed convention will be held in The Hague, The Netherlands from 23rd,24th & 25th of February 2017.The three days’ convention aims at arriving at a consensus on the roadmap for a; United, Decisive Constitutional Reforms, Electoral Reforms, the Peaceful transition of power in Uganda, and vulnerable minorities.

The three days’ convention will bring together members of the ruling government, Members of Parliament (MPs), Representative from the Judiciary and Civic Society Organizations (CSOs), Religious Leaders, Cultural and Traditional Leaders as well as local leaders who form the nexus of community solidarity in Uganda. We intend to invite distinguished pro-democracy and pro-human rights academics, and professionals from the diaspora, as well as a representative from International Criminal Court (ICC) European Union (EU) and the Dutch government. We also intend to invite representatives from Uganda’s development partners such as DANIDA, World Bank/IMF, EU, DFID, and Ugandans in the Diaspora.

Expected Outcomes

a) Clear direction, with implementation strategy for a nationally acceptable dispensation of democracy, rule of law and constitutional rule

b) A national plan for socioeconomic inclusion, guaranteeing wider civil rights, liberty and social justice - seeking for fair treatment of all political actors and agents of good governance.

c) Agreed upon an acceptable standard in which rule of law and human rights shall be safeguarded, to include a practical separation of powers between the various arms of government

d) Re-established role and position of civic society in the socio-political space by amendments to strenuous sections of the Non-Government Organizations Act, 2016

e) A declaration to protect the rights of minorities

f) An acceptable standard of Electoral Reforms to incorporate a broad-based demand from various social and political agents

g) A declared position on Uganda’s engagement with the ICC

h) Establish a partnership with various political parties, civil society organisations and parliamentary caucuses, to increase party representation and promote effective citizen participation.

i) A clearly stated position on advancing and protecting socio-economic development with a Human Rights approach

j) Declared position on corruption and chronic decline of public utilities

Anticipated Results:

a. Unity of the pro-democracy and good governance activists (tools of change – drivers of change)

b. Consensus on the roadmap to transition to democracy

c. Consensus on benchmarks comprehensive reforms for free and fair elections

d. Launching an organisation with established structures to manage the struggle for transitioning Uganda through political social economic reforms.

e. Launching the international lobby for reforms and transition to democracy

f. Establishing a platform for direct contribution of Ugandans in the Diaspora in the development of democracy and good governance in Uganda.

g. Establish mechanisms for early warnings to prevention of genocidal tendencies, military conflicts and instability in Uganda

h. Contribution to stability in the IGAAD and Great Lakes Region

i. Strengthening the call for voting rights for the Ugandans in the Diaspora

j. Strengthen the voices of marginalised people to shape the role of civil society in governance. This kind of inclusive approach ensures that citizens enjoy a participatory style of governing and that leader’s benefit from the views of every Ugandan.

k. To demilitarise the politics of Uganda and depoliticize the militarization of society

l. Build a framework for sound and steady economic growth with clear agenda for the elimination of corruption from state structures.
