Overview

This half-day introductory course is for policy makers who need to understand the role of monitoring and evaluation in policy making and be ‘intelligent customers’ for evaluation. The training aims to help participants embed monitoring and evaluation in the delivery of government programmes.

Learning Outcomes

This course will provide participants with the skills they need to act as an intelligent customer for evaluation, which they will typically do working alongside analysts. It should provide an understanding of:

• the role of monitoring and evaluation in the context of government policy making, business case development, resource and budget planning and spending reviews;

• how to plan monitoring and evaluation and what analyst support to seek; the importance of involving analysts early and fully in planning.

• the use of a theory of change/logic models in programme development and evaluation planning;

• the role of monitoring

• the main evaluation approaches, e.g. impact, process and value-for-money evaluation and the different types of evidence they provide;

• how to use evaluation findings; and

• where to get more information including an overview of the Magenta Book.
