This one-day Masterclass provides an essential introduction to public sector tendering for small and medium-sized enterprises (SMEs). The learning objectives for the day include: preparing your business to tender; how and where to find tender opportunities; understanding tender requirements; commercial considerations, and; how to respond to and submit a tender.

Session Content

The Masterclass content will cover the following topics:

  • Preparing your business to tender: Devising an organisational bid strategy; the pros and cons of public sector markets; common supplier requirements (e.g. insurances, key policies, accreditations, audited accounts); assigning bid production responsibilities; setting and measuring bid objectives.

  • How and where to find tender opportunities: Horizon scanning for future opportunity; introduction to Contracts Finder; using commercial subscription services; identifying and using procurement portals; supply chain opportunities with other contractors; other opportunity sources (internet, social media, newspapers, trade associations).

  • Understanding tender requirements: Procurement terminology; making bid/no-bid decisions; different procurement procedures (open, closed, frameworks, DPS); interpreting tender specifications; understanding scoring and evaluation criteria (quality vs. price); solution design.

  • Commercial considerations: Understanding the cost of bidding; setting financial objectives (minimum viable pricing, target profit, full cost recovery); mapping all cost categories; different payment mechanisms (fixed price jobs, service fees, payment by results); working capital implications; price discounting.

  • How to respond to and submit a tender: Managing bid projects; interpreting tender questions; structure and storyboarding; writing winning content; using evidence / case studies; using space effectively (character/word counts); effective proof reading and review; submission and upload.

Who is the masterclass for?

This Masterclass is for all growing SMEs within the Sheffield City Region, as long as the below eligibility criteria is met.

It is primarily for those who are new to the tendering process and looking to start bidding for public sector tenders, or to improve their bid writing process.

Who is leading it?

Jim Carley, Managing Director of Carley Consult Ltd, is the Masterclass facilitator. Jim has 19 years of bid experience, writing winning bids to the likes of the Sheffield City Region, The Cabinet Office, Department for Work & Pensions, Ministry of Justice, and multiple local authorities. He has delivered bid workshops to over 500 delegates across the UK, including in-house courses for many leading Government contractors. He has also previously designed and delivered European funded tendering workshops aimed at small businesses for Derby City Council.


One registration per business is permitted. Businesses that register more than one attendee will be contacted and asked to nominate one person to attend.

Please note that if your firm that is part of a larger Group you may need to include staff headcount, turnover, balance sheet data for the Group too, to ascertain whether it is eligible.

We are pleased to be able to provide this masterclass free of charge due to funding from the European Regional Development Fund. There are a number of eligibility criteria for attendees which we will check using the online registration questions and in a phone call to every attendee prior to the event.

A/ The venue is within the Rotherham local authority area, 10 minutes from M1 J34, and 0.6 miles from Rotherham Central station. There is ample on-site, free parking.

Q/ How accessible is the venue?

A/ The venue is Equality Act compliant and offers a modern, comfortable space.

Q/ I would like to bring a colleague, is this ok?

A/ No, only one attendee per company is permitted.

Q/ Will refreshments be provided?

A/ Tea, coffee and a buffet lunch will be provided. Delegates with special dietary requirements should notify us in advance.
