Regulation in the 21st century requires a co-regulatory risk-based approach. The HCA expects Boards and Directors responsible for service delivery to ensure their organisation is meeting the new HCA standards, whilst satisfying other regulations and meeting their own objectives in an open and accountable way. Co-regulation also requires providers to support tenants in the shaping and scrutinising of service delivery and in holding Boards and Directors to account.
The new regulatory environment relies on detailed sector analysis and knowledge to provide the HCA with sufficient assurance that the economic standards are being met by providers particularly relating to the Governance and Financial Viability Standard.
