ISA-CEEW Webinar: Financing utility-scale renewables in emerging economies
Event Information
About this Event
The decarbonisation of the power sector is driving the world’s energy transition. Investments in renewables (RE) in 2019 were about 3x those for fossil fuel-based generation.
However, the flow of investment is heavily skewed for several reasons, particularly among emerging economies, with China and India accounting for 60 per cent of these investments flows in 2019.
The challenge for governments, policy makers and financiers is to navigate these roadblocks and recommend measures to attract and scale-up such capital flows.
Drawing on the learnings from CEEW-CEF’s work, our experts will help you learn of solutions – spanning policy, regulation, and financial interventions – to accelerate the flow of RE investments in emerging economies.
Speakers:
- Arjun Dutt, Sr Analyst, CEEW Centre for Energy Finance (Moderator)
- Dileepa Karunarathna, Asst Dir, Public Utilities Commission of Sri Lanka
- Kuljit Singh Popli, Advisor, ISA, and former Chairman and Managing Dir, IREDA
- Lucila Arboleya, Energy Economics and Financial Analyst, IEA
- Surbhi Goyal, Sr Energy Specialist, World Bank
This session will be delivered in English.

The International Solar Alliance is an international organisation with 71 member countries.
We work with governments to improve energy access and security around the world and promote solar power as a sustainable way to transition to a carbon neutral future.
Our mission is to unlock US$ 1 trillion of investment in solar by 2030 while reducing the cost of the technology and its financing.
We promote the use of solar energy in the Agriculture, Health, Transport and Power Generation sectors. Our member countries drive changes by enacting policies and regulations, sharing best practices, agreeing common standards and mobilizing investments.
Through this work, we have:
- identified and designed new solar projects;
- supported governments to make their energy legislation and policies solar friendly;
- pooled demand for solar technology from different countries and drove down costs;
- improved access to finance by reducing the risks and making the sector more attractive to private investment;
- increased access to solar training, data and insights for solar engineers and energy policymakers.

The CEEW CENTRE FOR ENERGY FINANCE (CEEW-CEF) acts as a non-partisan market observer and driver that monitors, develops, tests, and deploys financial solutions to advance the energy transition. It aims to help deepen markets, increase transparency, and attract capital in clean energy sectors in emerging economies. CEEW-CEF is an initiative of the Council on Energy, Environment and Water (CEEW), one of Asia’s leading think tanks.
CEEW-CEF is committed to working with governments, industry, and investors in emerging economies around the world to develop coherence around policies, market needs, and the risks and opportunities for investment.
