“Devolution at 20: is Brexit the end of devolution?”

in partnership with Cardiff University and the University of Edinburgh

The Cardiff University – IWA debate series brings together researchers, policymakers and practitioners to discuss topical issues at the heart of politics, society and the economy in Wales. Challenging assumptions and offering fresh thinking, the sessions support informed policymaking through constructive and engaging debate.


As Wales and Scotland mark 20 years of devolution, experts from both nations get together to reflect on their country’s devolution journeys and what the road ahead may hold.

The Brexit referendum has exposed deep divisions between the approach of the 4 governments of the UK, and fractures in the UK’s current constitutional arrangements. Without the framework of EU law and funding, what will hold the 4 nations together in the future? Would plans for a post-Brexit “Shared Prosperity Fund” upset the careful balance of power between the UK Government and the devolved administrations? Is independence on the cards in Scotland and Wales, or can a new federal model offer constitutional stability?
