Jill Rutter will discuss Governing after Brexit, considering the total re-set in our laws and standards.
The Trade and Cooperation Agreement of 24th December 2020 between the EU and the UK only covered 1/5th of the UK's economy; future negotiations will provide plenty of scope for discussion. The UK Parliament was allowed just 15 hours to scrutinise the TCA on 30th December; the European Parliament are working on ratifying the TCA until 28th February - or longer.
From the unlawful prorogation of 2019 to the controversies over parliament’s role during the COVID-19 pandemic, the government's relationship with parliament has been more tumultuous than most.
We hope Jill Rutter will be able to shed light on questions such as:
- How does disbanding the Select Committee on the Future Relationship with the European Union improve parliamentary scrutiny?
- How can parliament reassert itself post-Brexit in the face of an overweening executive?
Jill Rutter is a former British civil servant whose work included Defra, the Treasury and the Number 10 Policy Unit. She also worked at BP and the Advocacy Institute in Washington DC. She is a senior research fellow of UK in a Changing Europe (UKiCE), and was previously the programme director at the Institute for Government (IfG) directing the organisation's work on better policy-making and Brexit. She has written a number of reports on the civil service and the implications of Brexit for Whitehall and Westminster. Her writing features frequently in the media and she is a regular commentator on radio and television.
Jill Rutter studied philosophy, politics and economics (PPE) at Somerville College, Oxford, and graduated with a Bachelor of Arts in 1975. She speaks English, German, Spanish and French. She is keen to raise the quality of public and policy debate in the UK.
