In December 2015, the UN Security Council adopted the groundbreaking Resolution 2250 (2015) on Youth, Peace, and Security. For the first time, the UN Security Council dedicated a resolution to the positive role youth play in preventing conflict and violent extremism and in sustaining peace. According to the United Nations there are 1.2 billion youth aged 15-24 globally as of 2015, accounting for one out of every six people (17%) worldwide, young people are powerful agents of change. However, there are increasing reports of aggression directed at those who stand up against human rights violations and the civil society spaces in which they operate. A community of defenders that face specific risks is young people.


UNSCR 2250 mandates the Secretary-General "to carry out a progress study on the youth’s positive contribution to peace processes and conflict resolution, in order to recommend effective responses at local, national, regional and international levels", and to present the results of the study to Member States of the United Nations. The overall goals of the conference to consult young people from MENA region on peace and security issues, in order to:

  • Provide a regional youth perspective for the successful implementation of UNSCR 2250 in the region;
  • Outline a forward-looking agenda for the continuation, and promotion, of youth peacebuilding in the MENA Region;
  • Discuss gaps, barriers, challenges, and priorities to promote and support young women and men’s active involvement in conflict prevention;
  • Identify recommendations for the progress study and for follow
  • Representatives of the Permanent Missions of UN member states in Geneva
  • States’ representatives coming in from capitals
  • Members of relevant UN Treaty Bodies and Special Procedures
  • OHCHR staff o NGOs and civil society



Participants will include young people between the age of 17 and 29, with the majority coming from youth-led organisations promoting peace and security. The organising partners will select facilitators and resource persons for the consultation. The driving principle for the full duration of this event will be to create a safe space for meaningful dialogue with and among young peacebuilders from MENA. Participants will be expected to take part in side events convened by the organisers during their visit to Geneva.


5 days The event will be structured as an interactive session, featuring youth representatives from MENA and beyond.

  • Attend official meetings;

  • Submit written statements prior to sessions;

  • Make oral interventions to the Human Rights Council;

  • Meet official government delegations and other NGO representatives;

  • Organize and attend parallel events that take place during the session;

  • Participate in debates, interactive dialogues, panel discussions and informal
