This joint keynote session will focus on the threats we face from climate change and how this impacts upon us at a local level, and the actions we can take. This session is for everyone involved in and interested in community emergency planning. This includes local councilors, local stakeholders, and members of the public who are involved in, or interested in becoming involved in, their community emergency planning group.

Firstly we will hear from Crystal Moore, Deputy Director – Evidence and Risk & Deputy Director National Resilience and Planning at the Environment Agency, with her keynote speech on Climate Change and Climate Actions Now

Climate change is not something of the future that will affect ‘others’. Climate change is here, now and we are responsible. Join Crystal as she shares the extremes that she has been a part of forecasting in the recent past and accept her invitation to become a qualified optimist about the future we can chart together.

We will then hear from Luci Isaacson, with her keynote speech “The dawn of the Green Industrial Revolution – just you or the whole community?”

In preparing for the next decade, where big change will happen alongside great climatic challenges, vital messaging needs to be clearer, given with confidence and with something for everyone.

Luci Isaacson BEM MSc BSc FRGS aims to help you confidently talk to your community about the very difficult hazards and risks, while demonstrating how your community can ignite the Green Industrial Revolution, from their very own patch.

The UK Climate Change Risk Assessment clearly requires everyone on board to avoid significant trauma. The Sixth Carbon Budget tells us how to cut the emissions and the Governments 25 Year Environment Plan tells us how to adapt. We aim to explore these and drill them down to easy, communicable, simple, personal actions – using FREE (online) takeaways, that those attending can (1) start right away (2) share experiences with others to encourage them to do the same and importantly (3) nudge them regularly.

Speaker Bios:

Crystal Moore is Deputy Director – Evidence and Risk & Deputy Director National Resilience and Planning at the Environment Agency. She is the executive resilience and strategic lead for incident management policy, working closely with UK government. Her current focus includes leading the Environment Agency (~11,000 people) national response to Covid-19, leading ~150 evidence and risk specialists, innovation including artificial intelligence technology led change, the impactful communication of science on behalf of Sir Patrick Vallance, Government Chief Scientific Adviser and helping to develop options to deliver actions with enduring legacy from COP26.

Luci Isaacson BEM MSc FRGS started her eco career in 1995 in Athens teaching English, having sourced local eco information for the curriculum, from the local Greenpeace & WWF offices, (became stunned by the detrimental effect’s humans were having on the planet but noticed most did not realise) and started working for Greenpeace in Greece. She then worked for Greenpeace in New Zealand, promoting solar power instead of oil exploration on the East Coast, steam sterilisation of hospital plastic rather than incineration throughout the country and helping local fisherman in the South to track down illegal Japanese fishing in the Southern Ocean.

Upon returning home to Cornwall, she promoted and helped manage Rag & Bone recycling and assisted the local authority with setting up kerbside recycling as we know it today. After becoming Cornwall’s Waste Recycling Manager and helping get recycling up by 60%. When Cornwall’s incinerator was built, she undertook a BSc in Earth Systems Science followed by an MSc in Climate Change Risk Management, at Exeter University both with a focus on behavioural change research, to enable people to make effective choices when facing climate change, through cutting emissions and boosting resilience.

Truro Cathedral invited her to mobilise the people of Cornwall to cut carbon, in the lead up to the UN Copenhagen Conference in 2009 which led to the creation and promotion of the 10 Pledges, successfully implemented at least 4488 times.

Upon researching local flood events, she voluntarily created the ‘Leaf Litter Flood Prevention Project’ with low risk offenders on community payback clearing leaves from drains, in flood hot spots. Having secured training for offenders to work in road, to learn about composting and discuss climate change and feedback, they became superheroes, as locals thanked them after surviving amber rainfalls without flooding. By the third year, the project became part of Defra’s Pathfinder, combining effective action and rehabilitation. This led her to becoming part of a forum that became Cornwall Community Flood Forum (CCFF), of which she is a trustee, (formerly Chair 2014-8).

In the lead up to the UN Paris Conference in 2015, she designed, and project managed the Carbon Logic Project, guiding 10 high-profile people to undertake two pledges a month, in the build-up to the conference, based on past results, to help nudge others to change their lifestyles.

She sits on the South West Regional Flood and Coastal Committee, Cornwall Council’s Strategic Resilience Board, Cornwall Catchment Partnership, and was contracted to write an Environment strategy for Truro Diocese and became the Diocesan Environment Officer (2016-2021), helping to change Church law to accommodate an environment program. For the Diocese and CCFF, she has successfully organised several events, conferences (2016/7/8) and education days whereby people experience the opportunities of climate change through the Governments 25 Year Environment Plan set against the risks outlined in the Climate Change Risk Assessment 2017.

Luci is currently working on enabling businesses to work through their flood risk and use property flood resilience measures, developing past schools visits to accommodate the demands of the next ten years and is considering how communities and businesses can support larger flooding projects.
