Description

6-10 teams of legal professionals and IT developers compete to develop solutions for the most pressing justice needs in Uganda, with a chance to win a 1000 EUR prize and shortlisting for HiiL’s Justice Accelerator Programme.


PAIN POINT

Land conflicts rank the highest among disputes countrywide and are often a major root cause of other disputes including family disputes and domestic violence. Disagreements with neighbors over boundaries, right of way and access to property are the most frequent type of land disputes. More than one-third of all land problems fall in this category. Problems with land ownership and tenure or use of land are the second most frequent problem, followed by land grabbing. These three issues account for more than four out of five land problems in Uganda.


THE CHALLENGES OF THIS HACKATHON


1. Disagreements with neighbors over boundaries, right of way and access to property

Can you develop a way to provide fast and reliable information to the people regarding land boundaries, rights of landowners hence bring about the enjoyment of access to their property without incurring high costs of access to information?

Guiding examples:

  • A way for people to search for information on access to land and boundaries and all laws and rights pertaining to land
  • A way for people to access architects/surveyors of land at a minimal cost.


2. Land related crimes

Can you develop a solution that enables fast access to service providers and justice actors to quickly trigger preventive measures of land crime and or Alternative Dispute Resolution?

Guiding examples:

  • A solution that also provides information on the different ADR providers/ hubs in real time on the cases arising, their location and parties involved.

  • A solution that pings the crime enforcers in the hotspots where land related crimes are on the rise so that it easy for the resources and help to be redirected as fast.


3. Land Grabbing

Can you develop a solution that helps to identify or map the common patterns and characteristics of past land grabs? It will help to identify areas which are prone to any future land grabs and provide the areas identified, with a risk rating. It will allow people to know if their land is vulnerable to possible future land grabbing and thus help them to prepare beforehand to protect it against being grabbed.

Guiding examples

  • A solution that identifies patterns on past land grabbing

  • Shows the characteristics of the land that was grabbed

  • Provide the different areas in Uganda with a risk rating for land grabbing

  • Recommendations/ideas/information on how to prevent land grabbing
