Discover the manufacturing facilities and employment opportunities your organisation could benefit from by partnering with HM Prison and Probation Service (HMPPS) in the 'New Futures Network'.

The 'New Futures Network' is part of HM Prison and Probation Service (HMPPS). They are a specialist team that help employers find the right people to fill skills gaps and offer production capacity to manufacture goods and provide industrial services in a vast range of prison industries across the UK.


How will they do this?

- find employers

- broker partnerships

- support in providing work opportunities


Work opportunities include:

Prison Industries: commercial workspace in prisons

Release on Temporary Licence: risk assessed prisoners are able to leave prison daily to work for employers in the community

Employment on release: businesses work with prisons, find talent, and offer employment to people at the end of their prison sentence

Prohibited & Controlled Items

This is not an exhaustive list. Please refer to the Security Department for advice on the above. Further information can be found on the LSS.

Under the NOMs Offender Management ACT 2007, it is a criminal offence to take the following prohibited articles in to a prison. These articles are classified as List A, List B and List C:

List A articles: drugs, explosives, firearms, or ammunition and any other offensive weapon; The maximum penalty on conviction for committing offences in respect of List A items is 10years imprisonment and/or an unlimited fine.

List B articles: alcohol, mobile phones, cameras, sound recording devices, or any constituent parts of the latter items including mobile phone batteries, chargers, Sim cards. The maximum penalty on conviction for committing offences in respect of list B items is 2 years imprisonment and/or an unlimited fine.

List C articles: tobacco, money, clothing, food, drink, letters, paper, books, tools and information technology equipment. Offences relating to list C items are subject to a maximum penalty of a level 3 fine (currently £1000)

Controlled Items:

These are items or articles that must be carefully monitored when in the prison.

· These items must be carefully monitored when in the establishment. Permission should normally be sought from the Security Manager prior to entering the establishment.

· IT Equipment – Staff – Permission given by Governing Governor.

· IT Equipment – Contractors – permission given by Security Governor.

· Tools – Contractors – tool list to be created by Escorting staff, notify Security Manager of any items of concern.

· Personal Medication must be restricted to an amount that is sufficient for personal use for one day.

· Foil used to wrap food in – MUST be taken out / home for disposal.

- Bag in line with new policy (NTS 104-2021)

- Reading material. - House / Car keys and key ring

- Watch - Vacuum flask

- Calculator. - Sportswear / showering requisites

- Umbrella. - Dog Grooming items (dog handlers

- Pens, pencils. Only)

- Plastic combs and hairbrushes. - maximum of £100 cash

- Make-up and compacts. - Ceramic mug / cup

- Sandwich box and food contents - Food and Beverage items

- Liquids in containers that are factory sealed. Any items in unsealed containers will be disposed of.

Prohibited items

The following is a list of Prohibited items which are not permitted under Section 45 of the Crime and Security Act 2010 and are a Criminal offence to either convey or possess within the prison. -

· Mobile phones & any associated items i.e. SIM cards, mobile phone battery’s, chargers, Bluetooth, Head phones, top up cards etc.

· MP3/IPod’s/IPad’s/Kindles (any device with a download facility).

· PDA’s with mobile facilities /

· Lone worker device / personal alarm with SIM card.

· Laptops/ Data

· Cameras/Sound Recording Equipment

· Smart watch / fit bit etc.

Unless authorised by the Governing Governor or delegated by him to the Head of Operations for authorisation under Section 40E of the Prison Act. For further information on your application to bring in a prohibited article please refer to NTS 0101-2021.

In addition to the items above the following items are also prohibited but do not fall under Section 45 of the Crime and Security Act 2010.

Tools / darts / scissors / knitting needles / Razors / Blades etc.

Pornographic material

CD’s / CD rewrites / DVDs / DVD players

Perfume / Aftershave (exception of ATAR)

Controlled Drugs (prescribed medication only)

Firearms / ammunition / explosives / CS gas / toy guns etc.

Drugs Paraphernalia

Cigarettes / Tobacco / All smoking requisites

E-cigarettes / Vapes / chargers / refills / liquids

Knives / metal cutlery / weapons

Beverages or foodstuffs with alcoholic content

Metal combs & hairbrushes

Aerosol sprays

Manicure sets / metal nail files etc.

Personal items such as golf clubs, bicycles, racquets

Handheld electronic games

Playstations , xbox , Wii etc. (or the games)

Ipod / MP3 / Ipad/ etc.
