PEAT Outcome - Relevant legal knowledge

OBJECTIVES

This seminar will discuss the Management of Offenders (Scotland) Act 2019 which was passed by the Scottish Parliament in June. It will cover:

  • The background context of the Bill and the key influencers of its development into an Act.
  • Part 1 of the Act: Electronic monitoring and criminal justice;
  • Part 2: Disclosure of criminal convictions, including changes which modify and modernise the Rehabilitation of Offenders Act 1974;
  • Part 3: Modernisation of Parole and a concurrent consultation report on Parole.

PARTICIPANTS

This seminar will be relevant to solicitors, trainee solicitors and other legal professionals working in criminal law, charity workers, community justice and prison workers and those who have an academic interest in the rehabilitation and reintegration of people with convictions.

SPEAKERS

Dr Hannah Graham, Senior Lecturer, University of Stirling. Dr Hannah Graham is a Senior Lecturer in Criminology in the Scottish Centre for Crime and Justice Research (SCCJR), University of Stirling. Hannah was part of an international research team from England & Wales, Scotland, Germany, Belgium and the Netherlands to undertake the first European comparative research of its kind on uses of electronic monitoring technologies as alternatives to custody in the EU (the EMEU project, 2014-2016). Hannah is a national Council member of the Scottish Association of the Study of Offending (SASO) and an Editor of the European Journal of Probation (SAGE). She gave written evidence and was called as a witness to give oral evidence to the Scottish Parliament Justice Committee on the Management of Offenders Bill.

Colin Spivey, Chief Executive, Parole Board Scotland. Colin was appointed as Chief Executive of the Parole Board for Scotland in April 2016 and has led on several initiatives to modernise and improve the effectiveness of the Board’s administration and to increase its public profile including streamlining processes, increasing the use of technology and supporting the development of the Board’s Governance arrangements. Prior to his appointment Colin was the Unit Head for Support and Wellbeing in the Learning Directorate of the Scottish Government. Colin is a qualified HR professional with extensive experience of project management and implementing change.

Dughall Laing, Director for Business Management & Development, Recruit with Conviction. Dughall has over 13 years of practical experience of working with and supporting a varied and complex client group including those with learning & physical disabilities, mental health issues and ex-offenders. During this time he also held network chair roles at local and Scottish level and was responsible for advocating for the development of best practice approaches to service delivery and multi-agency and consortium working. He continues to look to the development of innovative approaches to project delivery and social entrepreneurship to meet the changing needs of clients across Europe. Dughall was instrumental in the creation of Recruit With Conviction by bringing the opening directors team together. Dughall leads on Contract management, Compliance, Delivery and links with Health services.
